The legal basis is Directive (EU) 2016/2102 of the European Parliament and of the Council, as well as its implementation in North Rhine-Westphalia by the Ordinance on Accessible Information Technology pursuant to the Equal Opportunities for Persons with Disabilities Act of North Rhine-Westphalia (Accessible Information Technology Ordinance North Rhine-Westphalia – BITV NRW) in conjunction with BITV 2.0.

How we ensure the accessibility of our digital offering
Structure and design
Our website is based on the applicable standards for accessible web design. We ensure sufficient contrast ratios, clear visual hierarchies and a consistent page structure. Design and technical implementation are carried out with the aim of making content accessible to as many people as possible.
Comprehensible navigation
The information architecture of our website is logically structured and clearly organised. Content is marked up in such a way that it can be detected by screen readers and reproduced in a meaningful order.
Accessible media content
Texts are designed to be easily readable. Images are provided with alternative text wherever technically possible. Videos can be paused
Technical robustness
Our website is designed for use on different end devices as well as with common assistive technologies. Through regular technical checks, we ensure that functionality and accessibility are maintained over time.
Compliance status with the requirements
This website is partially compliant with the requirements of BITV 2.0.
We follow the Web Content Accessibility Guidelines (WCAG) version 2.1 as a guiding principle for determining accessibility. These are internationally agreed standards that cover a broad range of recommendations and best practices for creating usable content.
The assessment is based on a self-assessment by the operator. An additional technical review was carried out by studio senseday, Vienna, as an external service provider, without any assumption of responsibility.
Non-accessible content
The content listed below is currently not fully accessible:
- Not all PDF documents comply fully with accessibility guidelines..
- In individual cases, contrast ratios of design elements may not fully meet the minimum requirements.
- Not all foreign-language content has been provided with a lang attribute, as this is often disruptive for users of screen readers, since in some screen readers this changes the voice and speaking speed.
Reasons for existing barriers
The above-mentioned limitations exist for the following reasons:
- Technical limitations within the content management system used
- Historically developed content and documents
- Disproportionate effort required for the subsequent full adaptation of certain existing content
KHS is continuously working to gradually reduce identified barriers and to further improve the accessibility of the website.

The accessibility assessment was carried out by:
- an internal self-assessment
- an additional technical review by studio senseday®, Vienna
- Accessibility on the web is an ongoing process. We continuously test content and functions for compliance with WCAG 2.1 Level AA and remedy any issues to ensure that we meet or exceed the standards. The review of our website is carried out by our team members using industry-standard tools such as the Accessibility Checker WordPress plugin, colour contrast analysers, techniques for keyboard-only navigation and the Flesch-Kincaid readability test.
